Pho came from Ha Noi, but I think it depend on what taste people like. The basic difference between Pho in Ha Noi and Pho in Ho Chi Minh is one have a lot of monosodium glutamate and one have a lot of sugar. I like pho in HCM than because they bake a lot of cow bone (or beef bone... I don't know) (sometime is water buffalo bone} in their soup. So I can feel the taste of beef, not taste of monosodium glutamate.
